NOAA Transitions Weather Forecasting to Google Cloud by 2027

The U.S. National Oceanic and Atmospheric Administration (NOAA) has announced a major transition, moving its weather forecasting operations from HPE Cray supercomputers to Google Cloud. This shift is planned to be completed by December 2027, marking NOAA as the first national weather prediction center to fully utilize a commercial cloud service, according to The Register.

Historically, NOAA relied on traditional supercomputing systems, specifically the HPE Cray machines located in Virginia and Arizona, known as Dogwood and Cactus. These supercomputers were capable of performing almost 14 PFlops of computations for weather predictions. The change aims to leverage the flexibility and scalability of cloud-based computing to enhance forecasting capabilities.

NOAA Administrator Neil Jacobs emphasized that the move to cloud-based high-performance computing (HPC) is expected to accelerate the transition of research into operational forecasting by removing the bottlenecks associated with on-premise infrastructure. The cloud will allow NOAA to quickly scale computing resources during peak weather periods, providing earlier and more accurate forecasts.

TechCrunch notes that this change is in line with broader trends of integrating cloud computing into governmental services. By adopting Google Cloud, NOAA expects to benefit from advanced AI tools, including DeepMind, to develop its first AI-powered weather forecasting system. This system promises to deliver precise forecasts using significantly fewer computing cycles, enhancing efficiency.

The transition to Google Cloud involves using H4D virtual machines based on AMD Epyc processors. These VMs promise synchronization capabilities similar to traditional supercomputers but with added flexibility in operation and cost management. Google Cloud's infrastructure also offers services like Cluster Toolkit and Batch to optimize resource deployment and job scheduling.

NOAA's partnership with Google is part of a broader strategy to modernize its IT operations. Alongside the main forecasting upgrade, NOAA has contracted companies like Accenture and Booz Allen Hamilton to develop software systems that will work in the cloud. These upgrades aim to streamline data analysis and alert dissemination processes across National Weather Service (NWS) field offices.

This move underscores a significant shift in tech policy, as government agencies increasingly embrace commercial cloud services for critical operations. The benefits of agility, cost-effectiveness, and advanced computational capabilities offered by cloud computing are driving this trend, which could set a precedent for other national agencies worldwide.
